About Us

Our Mission

The mission of SICOP is to provide residential and outpatient drug free treatment to substance abuse, addicted & youth accused/convicted of violent crimes. Further, SICOP will assist, and manage personal habits and environmental influences which affect the physical, psychological, and social well-being of individuals in an atmosphere that insures personal dignity and self-worth through extensive prevention activities.

History

Sicop which is now dba CHOA (Choice Community Housing & Outreach Agency) is a 501(c)3 that provides substance abuse outpatient treatment services to underserved communities with a focus on juveniles, adolescents, and youth in general. Through our community outreach we also hold rallies, retreats, and give-a-ways that encourage our youth to stay away from drugs through prevention and intervention counseling sessions.


SICOP was founded in 1997 in the wake of the discovery of an exacerbation of chemical addiction in the neighborhoods of the City of Detroit, and the concomitant proliferation of illegal drugs in the Detroit’s ecumenical community, In April 1997, licensure from the State of Michigan, Office of Substance Abuse Services was obtained by the SICOP Substance Abuse Treatment and Prevention Program. At that time, we began to offer Substance Abuse Prevention Services. Since then, we have treated and offered prevention services to thousands of individuals, families, communities, schools, professional and civil groups. 



Over the past 30+ years the SICOP program has treated adults and youth requiring substance abuse and prevention services. In May of 1997 our staff began treating adolescent at the WCJDF contractually for the Council of Baptist Pastors and treated 859 male and female clients over a six-month period.  The SICOP Home Based Youth Behavioral Heath Management Treatment Program, would begin in August 2009 as an outgrowth of our CHOICE Agency Batterers Intervention treatment program. While treating youth and adults at the detention facility and 36th District Court we have found that few aftercare treatment opportunities exist for residents being discharged from facilities. Based on this finding, a unique program was developed to provide treatment to youth. This will be tailored to fit the needs of each individual consumer, in a home-based setting. The one-on-one treatment is delivered at the youths’ place of residency, whether it be in home or a youth facility.
